March 25, 2025, 6:30 pm – Chapman Middle School Theater, 1051 Commercial Street, Weymouth
March 31, 2025, 6:30 pm – Hingham Town Hall, Sanborn Auditorium, 210 Central Street, Hingham
Dear HMLP Customer,
On November 13, 2024, the Hingham Municipal Lighting Plant (HMLP) and Eversource Energy (“Eversource”) filed their petitions with the Massachusetts Energy Facilities Siting Board (EFSB) for approval to construct the Hingham Electrical Infrastructure Reliability Project (HEIRP).
HMLP’s proposed infrastructure project includes the following facilities:
(1) a new enclosed substation to be constructed and operated by HMLP at the transfer station in Hingham;
(2) a 3.2-mile underground 115 kV line that will travel through Weymouth and Hingham; and
(3) a new tap station off Broad Street in Weymouth that will be built and operated by Eversource.
As required by law, HMLP has presented the EFSB with two transmission line routes for consideration. The Preferred Route, also known as the Broad Street Route, is a 3.2-mile underground route. The Alternate Route, also referred to as the Lake Street Route, is a 3.7-mile underground route.
As the next step in the permitting process, the EFSB has announced that it will hold two public comment hearings where members of the public can learn more about HMLP’s infrastructure project, ask questions and provide comments regarding the petitions filed by HMLP and Eversource.
The first public comment hearing will be held on Tuesday, March 25, 2025, at 6:30 p.m. at the Chapman Middle School Theater, 1051 Commercial Street, Weymouth, MA 02189.
The second public comment hearing will be held on Monday, March 31, 2025, at 6:30 p.m.in the Sanborn Auditorium at Hingham Town Hall, 210 Central Street, Hingham, MA 02043.
For both hearings, members of the public will be able to participate either “in person” or remotely. Remote attendees may join by clicking (or entering) this link (https://us06web.zoom.us/j/81763135360) from a computer, tablet, or smart device. For audio only participation, attendees can dial in at (646) 558‑8656 (not a toll-free number) and then enter the Webinar ID: 817 6313 5360
Members of the public are welcome to attend either or both of the public comment hearings.
A copy of the EFSB’s “Notice of Adjudication and Public Comment Hearings” (“Notice”) can be accessed at the Siting Board’s webpage for the Project at https://www.mass.gov/info-details/hmlp-reliability-project. The Notice is also available by going to HMLP’s Project website (www.heirp.com) and navigating to the “Regulatory Proceedings” page.
The EFSB’s Notice of Adjudication provides information regarding HMLP’s proposed project and the Preferred and Alternative routes. The Notice also includes detailed information regarding the upcoming public comment hearings.
HMLP encourages its customers and our neighbors in Weymouth to participate in the EFSB’s public comment hearings where they can learn more about the Siting Board’s review process, provide comments and ask questions regarding the proposed 115 kV Project.
HMLP is committed to working cooperatively with the Towns of Hingham and Weymouth and to keeping residents and ratepayers informed about this important electric infrastructure project that will address critical reliability needs. Additional information about this project – and opportunities to provide feedback – can be found at the HEIRP website: http://heirp.com
