IA Rate Description

HMLP prioritizes its ratepayers’ needs and created the Income-Adjusted (IA) Rate to support residents who may be financially struggling to pay their electric bill. Starting January 1, 2024, the IA rate will be available to qualified residential customers. The IA rate provides a 10% discount to certain items on the electric bill.

You must participate in a means-tested benefits program to qualify and meet all eligibility requirements. HMLP does not collect any personal income or tax information to qualify customers for the program. Qualified means-tested benefits programs can be found on HMLP’s website at www.hmlp.com/assistance.

The Discount

The discount applies to the customer charge and the capacity, transmission, and distribution charge on an electric bill. The impact and size of this discount will be reviewed regularly by the Light Board.

Eligibility Requirements

The Applicant must:

  • Be a residential customer of HMLP
  • Be the customer of record
  • Apply for the primary dwelling only
  • Participate in a means-tested benefits program
